Jean Elizabeth Spencer Fund

Janet Spencer Hartnett, Judith Spencer Heisinger and Jacqueline Spencer Porthouse established the Jean Elizabeth Spencer Fund in May 1994 to provide support for an outstanding graduates student in the Department of Government and Politics with the potential to advance in the areas of state or local government, or American politics. This fund was established in memory of their sister. 

Jean Spencer broke the glass ceiling in Maryland higher education when she became Deputy Chancellor of the University of Maryland system. She was credited with helping to implement major state governmental reform and as instrumental in re-establishing a state organization to work specifically on behalf of women.
